I filed my 2011 taxes (Form 1040-2011) which included a request for Direct Deposit (See page 2, lines 74 b & d)

The IRS, for some unexplained reason, sent me a check

That check was stolen from the mail, forged and cashed at the Chase Bank in Nogales Arizona. You'll note that even though the check has an endorsement stamp that says "for deposit only" there is no account number. Makes me think the cashier and person who brought the check were working together.

After filling out the necessary form, and waiting for the IRS to confirm that the check was stolen and forged, They sent me another check.
That check was also stolen from the mail, forged and cashed. No bank, cashier or account number on the back of the check.

SO - - - I filled out the necessary form, AGAIN, and waited for the IRS to confirm that the check was stolen and forged, They then sent me yet another check. AGAIN, no bank, cashier or account number on the back of the check. Makes me suspect the person who brought the check and the bank cashier were in collusion.

Albert Einstein defined insanity as doing the same thing over and over, hoping for a different result. Does sending me three (3) checks hoping that I would get one of them qualify??

But that's not all - - - Due to things crossing in the mail, I overpaid my 2010 taxes. The IRS owed me a refund for the overpayment. When I brought this to their attention, they sent me a check.

When THAT check was stolen, forged and cashed, they sent me yet another check.

AND, when THAT check was stolen, forged and cashed, they sent me yet another check.

I have proof of SIX (6) checks that were stolen, forged and cashed, and I'm sure there are more.

I sent a letter to the FBI, bringing the above situation to their attention, with copies to the Branch Manager of the Chase Bank in Nogales Arizona, and the head office of Chase Bank.

The result > > >

(1) I was ignored by the FBI (guess they are too busy with other things to worry about forgeries of Federal checks);
(2) I was ignored by the head office of Chase Bank (I guess they don't care that federal crimes are being committed in their branches); and
(3) I heard nothing from the Branch Manager of the Chase Bank in Nogales Arizona (making me think the branch manager is somehow involved with the STEALING, FORGING and FRAUDULENT cashing of Federal checks).

I sent the Commosioner of the IRS, Charles P. Rettig, a copy of my 2011 1040 form with the words:

"I STILL have not received this refund. I also have not received the refund from the overpayment made on my 2010 taxes. Please have a Senior Manager CALL me."

I sent the above to him once a week for 39 consecutive weeks (9 months). The result - - - I received a form letter (only one) from a lower level manager.

I was so enraged by that letter, that I sent an ATTENTION GETTING letter back to that lower level manager, with a copy to Charles P.Rettig, IRS Commissioner.

The person the letter was addressed to chose to ignore me. Instead, I believe that someone in the office of the Charles P. Rettig, IRS Commissioner sent my letter down the organization chart to a lower level manager with orders to respond to me.

This is the letter I got.

I've had several letters from Mary Salniatis over the past EIGHT (8) years, including one where she got the situation backwards, claiming that I owed the IRS money. And in this letter, she says that I filed a joint return. This is the second time she didn't get the facts straight. From her letters, it is obvious to me that she didn't take the time to look into my file.

PLEASE NOTE > > > I have provided a telephone number a number of times, along with a "Best Time" to call, but the CHICKENS at the IRS, keep sending me letters. I believe they would rather hide behind the US Mail, rather that confront me in person (over the phone).
This is ESPECIALLY true of the overpaid spineless CHICKENS in the office of Charles P. Rettig, IRS Commissioner, who dodge responsibility and shuffle things down to lower level people.

I have a lot more letters that I sent and have received, but it all amounts to the same thing:

I keep asking for Direct Deposit, the IRS keeps sending me checks.
I keep asking for someone to call me, the IRS keeps sending me letters.
Anyone see a pattern here?


I have worked with the Taxpayer Advocate Service, a service provided by the IRS for people like me who have a problem with the IRS. I have worked with them THREE (3) times (File numbers 58 09 805, and 59 16 050). After several months of looking onto my situation, they close my case, returning it to the IRS with a recommendation for Direct Deposit. BUT the IRS instead sends me a check. WHY???

In my opinion, IRS stands for:
Incompetent Retention System - A system wherein the US government provides paychecks to several hundred thousand people who could not otherwise hold down a meaningful job.
